Development of the Country Programme before the Green Climate Fund

Project Description:

Technical assistance was provided to Guatemala's Designated National Authority, represented by the Ministry of Environment and Natural Resources, to strengthen its capacity to manage and coordinate climate finance, particularly the Green Climate Fund (GCF). The project includes a comprehensive assessment of institutional capacities, training activities, and the development of key tools, such as an Operations Manual and a No Objection Procedure. A central component is the development of Guatemala's updated Country Programme for the GCF, through inclusive consultations with key stakeholders and a review of national climate priorities and project portfolios.



Methodology: The project employed a participatory, capacity-building approach, using diagnostic tools to identify institutional gaps and training needs. A governance and policy review was conducted to align internal procedures with GCF requirements. Mapping and engaging key stakeholders were fundamental to fostering ownership of the Country Programme.

 

Results / Deliverables / Key Achievements:

• Institutional capacity assessment completed and training workshops conducted.

• Operations Manual and No Objection Procedure prepared and delivered to MARN.

• Draft Country Programme informed by key stakeholders and aligned with the GCF framework.

• Strengthening institutional preparedness for climate finance mobilization and project implementation.
